Arbitrage business model

What are the best Adsense sources of traffic for an arbitrage business model?

I have tried some 2nd tier ppc search engines and got terrible results.
I have tried YSM and MSN content network and I cannot get clicks cheap enough to make any money.

What do you suggest?

Arbitrage in its "old sense" is frowned upon by Google. I learned that the hardway about a year ago.
