They are the same as they have been for some time now:

Use your keywords in the Title, meta, and alt tags of your page.
Use the H1 and H2 tags.
Make sure all image files are named with your keyword.
Have your keyword in the Title, tags, first paragraph, last paragraph, and perhaps on the side (such as with a tag cloud).

For marketing/promotion:

Social bookmark deep links.
Use social network sites.
Make sure you have an RSS feed and get it syndicated around.
Send out press releases about your site.
Submit articles to article sites.
Submit to directories.
Participate in forums and various Yahoo and Google groups.
Ping your site often.
Link to internal posts with keywords in anchor text.
etc.
