Why there is no impression for placement target

Hi there,

Recently I use google placement target to drive traffic to my CPA offer. The problem is there's no impression of my ads at all. I don't know why, I bid as high as $1.20 per click
but my ads is still no show. Can somebody please help ?

Not enough keywords.

I use 200 keywords to target 500 websites.
Is that not enough ?
