Let's put this on its head. Google have always stated that their aim is quality answers to their searchers questions. In my opinion backlinking is seen by Google not by the quality of the site you are linking from - but the quality of the traffic it brings you.

Is your traffic interested in your site? Does it stay around much? All of this will mean you are providing quality content (= quality answers to searcher's questions).

This is a problem that may have been caused by several different factors. You may never know the exact cause. At this point the best option is to spend your time rebuilding your website and trying to achieve the rank with Google and others your site previously had.

1. Quality Backlinks

Building quality backlinks, including related contextual backlinks, and keeping them updated is at the top of your priorities if you want to once again boost your rankings. Avoid backlinks associated with spam of any kind.

2. Accurate Web Content

Make sure the content of your site is thorough and accurate, corresponding to what your website visitors are searching for.

3. Guest Blogging

Even though writing blog posts for back-links requires your efforts and time, it can help boost rankings of your site.

4. Social Media

Join as many Social Media sites as possible; Social Media Sites are one of the fastest ways to increase your rankings with Google and others.

5. Directory Listing

List your site on at least 15-20 directories. The will make it much easier for people to find your website and also increase your rankings in the process.

New websites are sometimes affected by The Google Dance. However since you mentioned your's was a "progress trend" and not a sudden jump to the top followed by a large drop in rankings, then I doubt your problem was caused by The Google Dance.

You are getting all kinds of advice here (some good, some bad) but you FIRST need to find out WHY your site went down. What if you have too many anchor text optimized links? Building more of them (even on high pr sites) will only hurt you even more.

Don't blindly build links, pull some reports and try to figure out exactly when and why your site went down and then you can make a valid plan from there.
