Redirect Penalty

If you redirect a penalized website can that penalty pass as late as 3 months after the redirect.

1. Got a penalty
2. 2 weeks later redirected
3. Redirected Site took 2 Months to rank well
4. Redirected Site traffic had a major boost the past week
5. Redirected Site went from #6 to not in top 100 from 8pm last night til now.
6. Site owner depressed.
7. Site owner asks WarriorForum for advice.
