Offline Gold SEO Techniques for Business Portal Website

Hi Guys,

A little help required here. I would like to design an Offline Gold business portal website to target businesses of a certain town.

Lets say my business portal website is called www.BusinessesInParis.com for example and I have pages on that website setup like this:

www.BusinessesInParis.com/DentistInParis
www.BusinessesInParis.com/PlumbersInParis
www.BusinessesInParis.com/WindowCleanersInParis
www.BusinessesInParis.com/RestaurantsInParis
www.BusinessesInParis.com/CoffeeShopInParis

How do I SEO each webpage on this site? I want to use Angela's packets of high page rank links so my question is, will I get penalized by Google by having the same high page rank websites linking to all the different pages on my site with a different anchor text for each page?

So site one from Angela's packet would use the following anchor text to link to each sub page:

"dentist in paris" to link to www.BusinessesInParis.com/DentistInParis
"plumbers in paris" to link to www.BusinessesInParis.com/PlumbersInParis
"window cleaners in paris" to link to www.BusinessesInParis.com/WindowCleanersInParis
"restaurants in paris" to link to www.BusinessesInParis.com/RestaurantsInParis
"coffee shop in paris" to link to www.BusinessesInParis.com/CoffeeShopInParis

So, I will create five separate accounts on site one and then link to all 5 sub pages of my site using the relevant anchor text...and then repeat the same thing with all 30 high page rank sites using the same anchor texts as above to rank the same pages again.

So in essence, using May's packet of 30 high page rank sites, each site would link to 5 sub pages on my site using the above anchor text.

Would this work? Or would Google realize that the same sites are linking to every sub page on my site and therefore consider this spamming and penalize my site?

I am just thinking of the quickest way to get all my sub pages to rank #1 in Google for the main keyword they are targeting.

I will of course link to each sub page using variations of the main keyword using directory submissions, social bookmarks etc so that I have a variety of anchor texts for each sub page (but about 70% of the anchor texts will be from Angela's high page rank sites which will be the main keyword and 30% of the links coming in will be from lower page rank sites).

This way the high page rank sites are using the main keyword to link to each sub page on my site and lower page rank sites will target variations of the main keyword to link to my site's sub pages.

What do you guys think?

Any help would be appreciated as I am a newbie to all of this and it will be the first time I do SEO and I plan on doing it right the first time so to not waste my efforts.
