Advice determining what to do with site(s)-stuck in serps

Need some input or suggestions on my issue. Im going to try and list everything I can, that may be helpful. The main issue is this site seems like it just wont budge in the serps. Im going to call this site A throughout this explanation.

I have 2 sites that are in the same niche. A city, state service. One is the main site it is specific service. So lets say site A is the main contractor company and site B is window contractors.

Site A is about 1 and a half years old. This site is only trying to rank for it service in the city, not state and for the main service, "contractors". Upon the initial launch of the site 1.5 years ago, within the seconded week, someone(no names mentioned) tossed a bunch of crap links at it and bookmarked it to death with a fiverr 10k bookmark gig. For months the site was buried past page 10. I let it just sit there and did no link building for close to a year. About 6 months ago, I figured I would start working on it when my seconded site was launched. I slowly built some link to it, niche specific and it started to appear on page ten.

The site had a blog on a sub domain which I moved directly to the site and off of a sub domain. Added some article, build some handful of links and it moved to page 5. Now for aprox. the past 3 months im building links adding content and doing all the same I do for all my sites(most rank very well) and this site will not budge what so ever at all. It will not move from page 5.

Site B: This site is targeted more towards the state and not city and is a sub service of the first site. I did next to nothing for this site, expect add a few web pages and a few back links, all low pr backlinks, nothing great. This site ranks on the first page, spot 3 for its target(sub service, state) and is showing on page 5 as well for the Sites A target(local main service).

As silly as it sounds I dont want site B outranking Site A. Heres where im confused and unsure what to do. Is site A under some type of penalty for its crap links from 1.5 years ago? Should I just ditch its domain and move the content to a new one? Should I continue my efforts? By far im not a pro but I can get most of site to rank well, this one though wont, will not move no more for me. I need some advice here on what I should do.

Both sites are on the same host, different accounts, no links between the two. They are built the same, same themes. Basically the same except site A has a blog. Site A is utilizing youtube and social sites as well and B is not.

The best way to overcome a penalty is to get links from a VERY TRUSTED site.

In other words, a site in the same niche with some Page Rank.

I dont understand penalties and how they work. How can I tell if the site is indeed under some penalty from the garbage done a year and half ago? Do they last that long? It appears most of the junk links build are no longer even in place.

This. Also make sure all links are reported to Google.

Sometimes good SEO costs $$. Lets say you have a business selling apartments. You can put a link on a reputable site such as apartments.com for example. A couple hundred bucks can take a business a long way when it comes to page SERP rank.

Lets say I decide to start over with this site. Although maybe its not needed, but for a fresh start.
    -I get new domain
-Add domain to same hosting(can I?)
    -Delete old site
-Use existing content from old domain on new
-Have some of the good backlinks I have pointing at old changed to point to new(if I can)

If, and if, there was some type of penalty this site was under, would any of it carry over doing it as outlined above?

Thanks for trying to help me figure out what to do.

If it is Panda that is bringing you down then it might because you'll be re-using the content.

As im here for help and I dont know myself, but ill say this:
Isnt Panda towards spammy content? If so, then thats not an issue. The sites content was written just for this business and written well, not KY stuffed or nothing. Further more there's also no advertisements etc on the site.

Obviously though, something is going on.
If a new domain is used and I host it on the same host, will it matter? Does any penalty follow that and can I still use my brand name in the content?

Ok. I figured im going to do the following as I have nothing to lose.
I reg'ed a new domain that is fitting enough to the company name.
-Can I use the same hosting account?
-Is ok ok to change the facebook and youtube url's to point to the new domain?
-I do Not redirect the old url to the new right?
-Can I manually change any inbound links to point to the new name?

I just dont want nothing old negatively carrying over if I can avoid it.
