Can someone in a nutshell explain what this is for?
It looks like it is google's way of directing people to
purchase advertising directly on your website.
Am I right?

Any other info would be helpful.

You can certainly use it to find sites and try to cut your own deals with those sites. It's quite useful for targeting demographics on google's content network.
