Default paying too much for ppc?

I am setting up my first campaign and would like to know the best way to edit your cpc and positions, in adwords.
A im course that I did provided a way to calculate the estimated costs of each individual keyword then to manually go through and change each cost. this took me ages, I have looked at some different programs that do it for you but they are expensive. I am worried that if you just put in first page position you would either be at the bottom or paying too much.
is there not a way you can say I want position 4 and then they edit the cost for you.
It would be good to know how some experienced internet marketers that are making money edit their cpc bids.
any help and advise is appreciated

run a search for my posts, you'll find a lot of stuff on PPC with adwords.. click my username, click view profile... click statistics... then click all posts by askloz.
