My page CTR is 5.4. Is that good, bad, average do you guys know?

This is almost totally niche specific and varies considerably depending on the topic. Other factors would include location on the page, and returning visitors versus new visitors.

Very niche dependent. Certain topics lend themselves to higher CTR. Personally, anything under 5% (after placement optimization) over the course of a month and I look at other methods to monetize a site.
