Adwords Bid Confusion with keyword & adgroup

Ok i have my keywords on exact match & when i click on the campaign name under campaign summary, it has all the keywords and there Current Bids - Max CPC Default Prices.

I want to change the bid price for some of the keywords, i then selected the keywords which i want to change and changed the bid prices. The default prices changed. (Changed it to $1) However when i click on the keyword & under the keyword tab, it saids Current Bid Max CPC $0.40

What is going on, which big does google take into account first?

yeah no body know how they count the rate
