This happens constantly, the better your clickthrough rates and keyword density are the higher your quality score will be. They don't just scan your site once, every time you change something they re-evaluate.

If the results come back as the same each time, you haven't made significant enough changes (or given enough time for clickthrough rates to be determined).

James is right. Make sure your ads are relevant to your site which, as you know, means keyword targeting.

Google compares your ad to the landing page based on your keyword to see whether it is a relevant find for the searcher. If it is, your quality score will rise. If it's not, it will stay low. If you change something that makes it less relevant, your quality score could disappear completely and your ads won't run very much. (At least, that's how I understand it.)

So make sure your landing page targets the same keywords you are using in your AdWords ad and you should see improvements, but as James says, it does take a bit of time for Google to get around to refreshing its data.
