AdWords Policy on Display URL

I posted a message yesterday on my confusion of the display URL and destination which gets many responses from many warriors. I think I finally know how to set them up correctly.

Am I right to say that:

1. My affiliate hog link must be assigned as the Destination URL for direct linking so the product website know who the affiliate.

2. The campaign doesn't need to know the affiliate ID with a landing page. The affiliate ID will be sent to the product website from the landing page.

Question: What's the purpose for the policy on display URL? What do I need to know to avoid breaking it? The only thing I know is that both URLs must have the same domain name?
