Subscribe to the RSS feeds of the blogs you find. I personally use Blog Lines to keep track of new blog posts as they appear live. This is a key step as you'd want to be the first one if possible to comment as that usually gets the most traffic.

Step 3 - Make Regular Blog Comments And Grow Your List
