Of course affiliate marketing is free, but not all kinds of methods. There are tools, methods and techniques which were free, but others are paid. Most are required to start their affiliate marketing with a website. For those who can afford to invest, they need to buy a domain and hosting. But if you had no or little money at all, you can always grab free websites or blogs from Blogger, Wordpress, LiveJournal and so on.
Next, you need to sign up for an affiliate program like Clickbank, CJ, Amazon or any affiliate programs that you can search in Google.
