Many of those people have little to no experience online at all, but even they have heard of eBay. When they see commercials telling them that they can easily earn thousands of dollars by selling the boxes of junk taking up space in their garage they are ready to get in line to start an eBay business. Don't start an eBay business with unrealistic expectations about the money you might make or you will be doomed to failure from the start.
With that in mind if you choose to start an eBay business simply as a way to supplement your income or as a hobby to see just how far you might go with it, then by all means do it! If you somehow think you're going to be the next person to realize a million dollar fortune on eBay though, you are just wasting your time. Just go buy a lottery ticket; you'll be a lot better off in the long run.
