On my blog you will find a list of over 100 article directories, all with PR higher than PR2. (PR2-PR7)
I also offer manual article submission to those sites for only $12. (I also have the ad up here on the classifieds forum).

Because those are 100+ high quality article sites which INCLUDE ezine articles, goarticles, articlesbase etc. and NO junk sites.

If you are looking for 'more than an article directory' take a look at knowhow-now.com here, not only can you promote your own sites but also videos and audio as well.
