Vigilante City and Towns

Thats what the local head of police has been accused of creating.
I live up in the green pastures of the beautiful country Northumberland in England. Despite it being rural and full of some small minded people, I do love it. I like my seclusion some times. I am not a big party animal and my liver will be better for it in the years to come I imagine.
The head of the police up in these parts made a call in the largest regional and local newspaper for people to take action when they saw a crime in progress. I guess he was trying to create a better community spirit with these comments, by encouraging people to help their neighbors, and be vigilant when it comes to crime. He even called for people to intervene in violent crimes.
This is all well and good, but not everyone is able to assist in preventing these kinds of crimes. Furthermore, when people do intervene, they either get arrested and banged up, or they die.
Lately, there have been several occasions where good samaritans have attempted to help a female in distress, or break up a fight, and have lost their life to the thugs committing the senseless crime. In light of these incidents, and a lack of support from police, I find this guy's comments totally inappropriate for a man in his position. Perhaps he should just stick to getting more police on our streets in the first place.
My line?
Do your bit, and do what you can, even if its just to call the police, sometimes its the best response to a situation. But never try and be a hero, to many young men, women and dads have learnt what the cost of being a hero is the hard way.
