Who wants to be monitored?

It's come to my attention recenlty in the news that the government is looking to monitor social networking sites such as Facebook, Bebo, Myspace and Twitter with the intention of tackling crime gangs and terrorists who might be using these sites.
They are saying that they have no interest in the content of discussions - they just want to know who people have been talking to.
So my question to you out there is are we being duped or is there a real need to tackle international security via the net - as well?
Thoughts would be welcomed.
