You are absolutely right on-page SEO is extremely important. Actually it takes not so much time to add tags, titles, seo descriptions, internal linking, seo plugins, etc., but it really brings very good results, always!
The price will be about $40. As I understand you need everything except domain, selecting keywords and design.
