Yes, this is a Wordpress theme and it's not a custom one. The homepage links works as an aggregator that take you to the original source that can be set up to open in a new tab or window.

Category posts can have there own pages, but it will still only be a description of the news story.

You don't want to get caught up in having full copyrighted articles on your website, because they will find you and eventually shut you down.

It's ok to use these because the owner of the content has RSS feeds set up on their websites and as long as you don't show the entire article, this provides a backlink to the original. Google, Bing and others are doing the same. You will get no complaints from this type of site.
