Well it really depends on the niche, your skill in traffic generation, and many more. If you are good with PPC you can make your investment back quickly. SEO takes time and it is different for every site.
You can also sell the site in Flippa after it makes dollars and recoup your investment

I was going to buy the pro-review theme anyway. This claims we can sell it on flippa so I am assuming the license for pro review is a developer license?

In theory I am getting the developer license for pro-review out of the this whole deal! This is a steal!
