Can host this website myself?
No. The hosting of the sites on our multisites network is free with this offer... as the sites are designed to be hosted on our network. There's no recurring billing involved.

The signup pages doesn't indicate how to use my own domain name and I don't want a sub-domain to sitemiracle. That is possible, right?
Yes, that's possible. You need to sign up with a sub domain name first, after your site has been activated, you can then map your custom domain to your sub domain in your site's admin area using the domain mapping feature under the Tools menu.

Will Google penalize our site for duplicate contents/sites?
This shouldn't be an issue since you can edit/change the articles to make them unique.

Duplicate content will only be an issue if you plan to make Google your primary or only source of traffic... but you shoudn't be depending that much on Google. There are hundreds of other ways to get good traffic where duplicate content is a complete non issue.

Can we install new plugins into the WP Plugin area as there is no tab?
For additional plugins or themes, you need to suggest the plugins or themes you want to us then the super admin will test the plugins/themes to make sure they are compatible with Wordpress multisite before installing them... site administrator/owner can use any of the themes or plugins made available to site owners by the super admin.

Duplicate content will only be an issue if you plan to make Google your primary or only source of traffic... but you shoudn't be depending that much on Google. There are hundreds of other ways to get good traffic where duplicate content is a complete non issue.
