Jim - Facebook is extremely touch when approving and disapproving ads and although they are system and procedure oriented, it is also individual centric. Meaning an ad can get shot down and similar content in the new ad can get approved - maybe someone having a good/bad day makes the difference.

That being said, there are a few yet key steps to be followed when writing your ad. Will give you a couple here. Make sure your headline/offer and the landing page match, a disclaimer and a privacy policy provides further assurance for your ad to get approved.

I wrote an ad for a niche segment with a small demography and an even smaller budget, they had 700 new signups in a few days and all of them were hot.

Let me know if you need any more help.

As with any good marketing copywriting, your ad should appeal to the emotion of your intended demographic.

Some tips that I can tell you is that, to fashion your headline into a question, write the body of the ad using words that evoke emotion. And use an eye-catching picture, in terms of colour and design.
