Which is the more impactful way to present data?

If you have a percentage to put into your copy, what is the more impactful way to present it. Let's say the number is 11%

Only 11% of people do X

or

Only 11 out of every 100 people do X

Personally, I'm leaning to the second option, but would love to hear the opinions on this.

    I'd go with 11 out of 100. The sad truth is, the majority of people are baffled by percentages and really have no clue what they mean or how to calculate them.
