    Here are your six variables:
    1. traffic
    2. ad
    3. presell page (optional)
    4. sales page
    5. payment page
    6. OTOs
    Forget about formulas.

    Instead, first determine how much it costs you to make a sale.

    Then, if the ROI is not where you want it, tweak each of the variables - one at a time - until it is... or until you run out of advertising budget.

    The biggest thing when you're starting out w/ a PPC campaign is to focus on which ads are generating conversions. People often fail to realize that two very similar ads going to the exact same destination can and often do have dramatically different conversion rates.

    There's no perfect formula because intuition, in terms of what to test, is always going to be part of the equation. But just a GA pixel at the end of your path and you'll start getting some great insight.

    And what do you mean by "your conversion data isn't rock solid"? You definitely want to make sure you have conversion tracking in place before you spend any money on traffic.

        Can you... or can you not... associate the ad your prospect responds to with the sale?

        If you can, as Robert said, implement a conversion tracking solution that can monitor multiple decision points and paths.

        If you can't, determine what the industry response norms are and tweak appropriately.

        Seems to me, instead of sitting around guessing, you'd make out a lot better hiring an experienced consultant in your niche to give you guidance.
