Can you no longer change currency in which PayPal charges your credit card?

I have 3 credit cards - loca, local in USD and Payoneer in USD. I have tried to buy something on eBay through PayPal when transaction was in Russian Rubles. Since I chose Payoneer debit card PayPal wanted to charge it in GBP for some reason while it is in GBP. That was no good as I don't want to pay conversion fees so I tried credit card with USD currency and guess what, PayPal wanted to charge it in local currency. I thought it has to do with original transaction's currency so I tried to buy from seller who offers product in USD. Guess what? Same thing:



How is it possible to designate to PayPal in which currency I want to be charged? It seems their system charges in currency based in which country it was issued so it's not good for international transactions. I also want to state that their transition to interface is a mess as it seems they tailored it to teens. It lacks functionality it had before and it just created another learning curve to adapt to new system.

I don't understand these companies. Why the heck do they constantly try to fix something that isn't broken? To stay pretty? Better funnel the capital to more important things.

    My first thought is that Paypal uses your primary address(country) to determine currency.
    You should contact them directly for definitive answers.
