I don't see how you can do it.

Say you create a landing page on another domain, use some generic Terms of condition/Privacy pages(assuming they don't check the website homepage) and send the traffic there. The first problem is what ad copy can you use (text and picture) that is not related to cigar. Say you say something like "presents for men" what are the chances that someone that clicks will be interested in cigars? Maybe if you target them as interested in cigars or people that like certain cigar related pages.

Hmmm..maybe it is doable. Only that you cannot use the gift thing as they have to buy stuff for themselves otherwise you cannot target their interests.

Also I have no idea what you can use on the landing page as you cannot link to the cigar site. Maybe asking them to subscribe and then market the products?

It's hard to be profitable even if cigars would be allowed, but maybe if you find a way you can be profitable as there is virtually no competition on Facebook ads.

You could:

-find some big pages/groups related to cigars and buy shoutouts
-ask the client if they want a Facebook page which you can grow and manage for a fee, I think you are allowed to boost posts that are related to cigars(just no selling)
