Good places to get tshirt designs from?

I'm not much of a designer... so I'm looking for a place to go to find great designs done for me I can leverage. I have a smaller budget, so can't afford hundreds for a start up (maybe later).

Any ideas on where I can either hire a designer for Tshirt ideas or get templates that can be easily edited?
