Woocommerce Web Design?

Where do you go for web design services. I have woocommerce and I'm tech savvy but all of the CSS and code is way beyond me and I was wondering where other people go for their web design needs. I want to start outsourcing some stuff so I can concentrate on the big picture and the number 1 thing that is eating up all of my time is themes and web design...It's just way out of my league. Any help or recommendations would be greatly appreciated.
