I am looking to develop a website that will ask questions and match Users answers to various products.

What kind of programing skill would be needed to develop a site like this?

    Is the website going to ask the user questions or is the user going to ask the website questions?

    Either one of these can be programmed by someone experienced in either .NET and MS SQL or PHP and MYSQL. Java scripting might be helpful as well.

    This would require HTML5, php, jquery and MySQL to built it. For website security purpose you need SSL certification.
