B2B Email Blast Marketing - Scraping Business Emails

I need to target only brick and mortar small business owners online, I want to send them my email marketing message to get them to call me as a result of my email marketing.
1) Pros & Cons of B2B Email Blast Marketing Services
2) What software tools will I need to scrape business emails from yellowpages, and what additional tools will I need that will allow me to effectively conduct b2b email blasts without any problems
3) Should I get a stand alone server for conducting email blast marketing, not sure if this is what I need just asking
