where can I buy a legit email list?

Im starting a email marketing business with affiliate networks, however I'm have a hard time trying to find a good email list. Trying to build my own is going to take way to long and the costs outweigh the benefits. Any suggestions on where to find a solid email list with LIVE FEED. Thanks

    3. we want enough good data for around $5000 to start
    4. I need help on learning to clean the data
