There are many answers to this question.

You can add a opt in form to your website page
You can use paid traffic sources to drive traffic to your landing page to generate leads.
You can join a co-registration feed
You can purchase your email list
You can work with a website owner and pay them to cross promote to their list
    You can run solo ads

There are plenty more ways to build a list, but this should give you an initial idea on how to get it started.

First of all, you have to think long term. Most of the people make mistakes when building list. The most important thing that you need is the plan to convert your leads into your assets. When you come with the plan the next thing is to get the reliable autoresponder.

The main reason why you need thinking about your email marketing aim for the future is with the intention that you can make use of the reliable autoresponder. I suggest you to create an attractive landing page as this can help you to build your email list more rapidly. While the latest blogging is focused on the lead capture, you should make use of a blog to increase the flavour. Use option boxes on the header if you want that your first-time visitors or reader to join your email list.

Also, write your follow up emails before getting people on your email list, just write your check out emails and line them up. By doing this, you can focus on driving more traffic to your landing page. You can also concentrate on market research and possibly launching a program to raise your email list. If possible, write follow-up emails which can be emailed to your subscribers during the initial 30 days. In this way, you can communicate your brand and personality.

I'd avoid stalking There are heaps of articles online and also threads on here about best practice for list building. If you do a quick search you should be able to find them. On the whole, i would keep in mind to build a list takes time and you need sign up forms and opt ins which are strategically placed throughout your marketing. I would avoid purchasing any lists however I would set up a squeeze page and email you have a range of list building strategies in place on your website via offers and freebies.

You are being sarcastic when you talk of stalking people arent you? Because any way you cannot stalk enough people for making a sizeable list for your website. There are other ways of getting email address from perspective buyers, the most common of which is to incentivise them for signing up.
