Hotmail inboxing

I have a neutral ip/domain reputation (never used it to send emails), rDNS, SPF, DKIM and DMARC are all set up. Email is a simple text email without phone or links. But no matter what I do, hotmail still places my email in junk folder.

Is there a way to land in inbox with neutral reputation or it's impossible?

    You really need to look at the headers from Hotmail, it will tell you why you're going to the spam box.

    I dealt with this condition a few times before with quite a few different marketers, this has always been my findings.

    Here are the two lines you want to pay attention to..

    SCL = Spam Confidence Level

    A value of 6 means it will be delivered to the junk email folder.

    PCL = Phishing Confidence Level

    A score of 2 is neutral

    Now here's the kicker..

    SVF:SKS = The message was marked as spam prior to being processed by the content filter. This includes messages where the message matched a Transport rule to automatically mark it as spam and bypass all additional filtering.

    That means Hotmail is marking your email as spam, before it even evaluates the content of your email. It Doesn't matter what your content is at this point.

    When this happens, it's either 1 of 2 things, "212.83.161.36" is on
    1. Microsoft internal blacklist (I don't think that's the case with this IP).
    2. The IP isn't warmed up enough and it's being flagged, because it hasn't seen many emails from this IP address.
      a) The IP Sending the email is from a different country then the registering email and needs to be warmed up
      b) The IP Just needs to be warmed up.

    What can you do? Send more emails consistently to hotmail, so their filters learn that you are a consistent hotmail sender Until that happens, if you're spending money to email to hotmail domains, then use a different service to deliver those emails in the meantime. Until you warm up your IP the natural way.

    If you have really good data, then keep it up. Tell users to whitelist you, get them moving your message out of the spam folder,. Ask questions in your message and get them replying back.
