I think you should be more specific on what kind of offer you are referring to. Do you mean best offers to offer make-up lovers? Maybe you could check these websites out:

I know Global Remarketing Solutions, ltd has direct contracts with many retailers, and I always see new shelf pull cosmetics come through in my email. Global Remarketing Solutions
