MailChimp Geo-location functionality

I am having trouble using the geolocation functionality on MailChimp to send e-mails to specific people in my database depending on where they live. I tested out the geo-location functionality by dropping the pin in Fortitude Valley, QLD, Australia with a radius of 25 miles however, the mailing list also displayed people located in Sydney, NSW, Australia. Any advice for why this is occurring and also point out anything I should be aware of when using geo-location. I am aware that the IP address of a person receiving a campaign cannot be identified until they open up several campaigns however, the danger of this is that there is a big risk that people will unsubscribe
because they are receiving spam about events happening in QLD and not NSW
as used in the example above. Thank you!
