No, actually the Mautic community edition is free. The OP asked about the mautic.org, not mautic.com.

Like many open source projects (Wordpress, Magento, etc.) there is a free open source edition (self-hosted) and a commercial (hosted) version that is paid.

Mautic.org is free open source software that you download and install on your own server. Mautic.com is the commercial "hosted" solution that includes hosting, managing, monitoring, support service as well as ESP. So as long as you are self-hosting it is completely free software.

Having said that Mautic.org is software, a marketing automation platform, it is software not hosting and you still need to use an ESP.

Mautic.org is comparable in some ways to Sendy, as it is self hosted softaware that can be used to manage email campaigns that use service like AWS SES. But very different in many ways from Sendy.

Sendy is a self-hosted Autoresponder type of app. It just sends email. It is commercial software that you purchase, and you have to pay for new version upgrades like any other commercial software app. Mautic.org is free, open source software, not only is it free but you get the source code as well to make changes to, or to fork your own project.

Mautic.org is not an autoresponder app, it is a Marketing Automation Platform, which means it can do the basic autoresponder function like Sendy, or Aweber, if that's all you want to do. However, it is designed to do so much more.

Trying to compare Marketing Automation platform to an autoresponder app, is like trying to compare low budget wireless (landline) phone to a smartphone. Sure they both are phones, used to make phone calls, but there is a world of difference in what an Android/iOS smartphone can do compared to a Panasonic (POTS) desk phone. But either type of phone will do if all you want to do is make an occasional phone call.

Likewise, a Marketing Automation Platform can do at least 100,000 things that an autoresponder service cannot do, but yeah they can both send email. So either will do if you just want to send an occasional email blast.
