First thing this is not community where you post threads about SEO or related to Search Rankings.
But any way I am going to give my opinion over here.
Its like a stupid question. But anyway I am going to give my opinion. Same content, same design, same template is only possible when the same owner host the same content in two different URLS. Or it would be possible if some one tries to copy the website. At this point the copyright law applies for the duplicate content. Original content site will get credit to file a copyright against duplicate site.
Let me answer your question now. It might be same content, same design, same template but its not always same for how the site is search engine optimized. If the site one has good back links and site 2 don't score good in back links then site one climbs ahead than site 2.
Another thing if site 1 is on top of google page then it doesn't make site 2 appear 2nd or just below site 1.
Does this make sense to you? Hope I explained you properly and made you understand.

I think still it comes up with the marketing process. Or may be search engine is going to show some kind of duplicate content in one of the URLs.
Why I am giving this opinion is that search engine considers Example Domain and example.com a different URLs. So, singular and plural makes it more different URLs.
May be I am clear to you.
