Ok, David, you got me poking around some more. Easier than you think (uh, motivating me to poke around and setting up the JP paypal button).

Login to your Paypal account via the Japanese site (https://www.paypal.com/j1, then create the button. Simple.

Trick for me was to use IE that isn't set to English as default language to create the button. Plugged it into a simple html page for testing, and Voila! Japanese payment screen.

Something else I just noticed is that when I hit a Paypal button using a browser set to Japanese as the default language, the payment screen was Japanese.

doh! :-)

That wasn't the case before, but it looks like Paypal is updating now that it's trying to get a hold again in Japan.

FTR, the link I hit was one from one of my other sites that was created completely in English, but is attached to my Jp Paypal, might make a difference.
