Is Paypal Debit MasterCard only available to US- CItizen ?

[Need Urgent Help]

I am looking to create a Paypal account from Italy. Can I still apply for a Paypal Debit MasterCard ?

If so what is the requirement for both a personal and a business account ?

      My paypal card expired while traveling over seas and they would not even ship it overseas period even for existing customers.. So I had it shipped to P.O. box and had them Fed Ex it to me.

      You have to have a US bank attached to your paypal account I believe for the paypal Debit card but like Laurencewins shared its always best to get your info straight from the source.

    I am trying to open via Italy. They give a MasterCard but it seems not directly.

    What I have found out that it is done via Lottomaticard - cartalis.it.

      I would like to know if PayPal Prepaid MasterCard can be used on Alipay (AliExpress's payment system).

      It seems Alipay accepts credit MasterCards, while rejecting debit MasterCards.

      PayPal Prepaid MasterCard seems to fall in a grey area, is it a debit card or a credit card? Or is it something else still? But the point is, will it pay on the wholesale chinese sites, or it it useless there?

    As everyone else has suggested, it would be best to call them directly.

    As for Alipay, I have a PayPal credit\debit card and have ordered items off their website. I have never had any issues.
