Does anyone have any Experience with Buying Signups for "Pay per Signup" Programs?

I have been considering buying signups for 0.30cents from freelancer sites and make the $1 profit that they give me per free signup (Survey sites).

Is this wrong... , Does it not Work?, Can they be pricks about it ?
I dont see anything in the Terms and Conditions of my target sites, and the signups they will be getting are REAL... seems like a cash cow... 0_o

    Generally I saw that 99% of sites avoid this type of advertising to bring in referral.
    And that can be easily check because 90% of this bought signups are chinese and indian people.

    I used them 2 times in the past (when I was a novice) and all what I got were 2 Ban from the websites.

    So pay much attention to it or search a 10 Country or 20 Country option.
