I think that is dependent upon the person and their ability.
I use photoshop but there are a ton of free products for use.
Use Google and you can find a ton of them.

Ludovic Thanks for the link but I'm looking for something more, a desktop app. I'm a designer so I know how to do it but I never seem to find a good banner app. Until now I have bean using ps but I need more I need flash and movement.

Take a look at QuickBannerAds

It is online creator with some movement and effects, but may not be enough for you.

Try Banner Designer Pro. Search Google and I'm sure you will find it. It even has a free trail so you can try before you buy.

Just use photo shop or paint.net you can do anything with those in terms of graphics. I have actually even created flash promotional videos using photoshop.
