Automatic Remote WP Installer and Updater

Which software is the best for managing and installing a larger number of WP blogs?

I have just signed up for an SEO hosting account and now I wanna start setting up blogs there for the inner wheel of my link pyramid...

So I need a script / program which can:

1) Install and update blogs on multiple hosts.
2) Manage Blogrolls.
3) Publish content to select blogs.

Any ideas?
