Script Suggestions for Paypal and Alertpay (direct pay options with variation)

I am struggling with finding a script that does what I want.... perhaps someone can direct me to something *reasonably* priced?

Here's what I need it to do from a split pay concept (but not necessarily split pay).

Option 1: Member joins, pays - the affiliate gets 100%... member logs in, and is prompted to then pay the small set up fee ($10) for example to admin.

OR

Option 2: Member joins, pays *one payment* - 100% sale price goes to affiliate, set up fee is sent to admin.

I need this to work with alertpay and paypal.

Anyone know of a script that does this *within* their TOS?

(I know Paypal was going to be doing a format for Option #2 but I have yet to find anything that actually uses it).

I know I can set up shopping carts etc. to work with the payment plus set up fee, but then it doesn't pay the affiliate, it pays us directly. (I think that some affiliates prefer to have the cash go straight to them).

I know I could make it work with RAP from the standpoint of paying the affiliates directly, but

a) it doesn't then prompt them to pay a small set up fee
and
b) it doesn't work with Alertpay.

I have RAP but don't use it anywhere as much as I'd like because of these two things.

So any suggestions?

(I do have YMWS full version, but since Paypal doesn't like standard split pay, I wasn't sure how to implement it or if I should).
