Pushing Your Site Page onto the Top of the SERP results?

Hi,

I have heard about a site for $100 that pushes your page into the top SE results.

S0...if you click on the top result of kitten-juggling for example the page that shows up is for smileys?

I know it is very annoying to look for something else to get this, but l have also heard that it is only a few cents per click, (much cheaper than PPC).

I would expect someone will tell me that the reason the clicks are so cheap is because it isn't very affective.

I am certainly surprised that Google allows it?

Would appreciate any feedback.
