need shopping cart program for unique membership program

I am working on a unique membership program.
I have a stock market guru who has develped a unique almost "surefire" buy signal that works more than 85% of the time.
The problem is that he doesn't know when the signals will come and they only come about 7 or 8 times per year.
So rather than doing a standard monthly membship site we want to set up a system where the members pay something like $100 per trade alert (have not set the price yet) and they get an email about
15 minutes before the market closes that day telling them to execute the trade.
We want to charge per alert ... and we guarantee results because they only pay if the alert works.
In other words, if the stock guru says the market will be up the next day and it isn't, they don't pay anything.
Pretty cool, right?
Well ... yeah ... but I have been having a hell of a time trying to find some kind of shopping cart or online billing system that will allow us to sign up members, store their credit card information and then bill them all at once after we have sent out a successful stock market alert.
Any suggestions?
I've run paid membership sites before, but this is totally different.
The concept is simple ... but finding a program or platform that allows me to implement it is proviing hard to find.
