What High PR Backlink Services To Use

I am very interested in WSOs like Angela High PR Backlinks but i don't have time to do them myself.
I have seen a few people offer this service as WSO's but wondered if anyone had a recommendation on who to use for price, value, service etc?

you can outsource at elance.

send them the angela backlink collection, and they will go manually and do the backlinks.
