Have you seen the TOS?

An account may only be used by one person - a single login shared by multiple people is not permitted.

PPCBully reserves the right at any time and from time to time to modify or discontinue, temporarily or permanently, the Service (or any part thereof) with or without notice.

PPCBully reserves the right, in its sole discretion and without notice, at any time and for any reason, to: (i) remove or disable access to all or any portion of the Site or the Services; and (ii) suspend or terminate User's access to or use of all or any portion of the Site or the Services.

I usually read the tOS in 3 seconds but this one is kind of weird.

I don't know if they plan to leave with the money or if they are legitimate, but in thuis case they need to change the tos and refund you if they cancel your account.

They are legitimate. They just want to make sure that you aren't sharing the service with other people.
