Joel Petersens "mini site formula" anyone had success?

Has anyone tried this at all. The idea makes sense but being a relative newbie is it easy enough to implement? Any help would be very appreciated.

    I think the idea behind this is to create a couple hundred mini-sites, each making a small amount of money. While I'm sure this formula can be applied and used, I want to point out there are lots of ways to create sites in quantity including the following:
    1. Making lots of blogs through wordpress or blogger
    2. Using a PHP application to make themed sites such as directories or forums

    I did a could deal of this type of thing when I was starting out and it helped learn about running sites, and I did some residual income. I did it myself. A program such as this might make it easier, or you could also try to do it yourself.
